Great news I think, that was one thing I really missed. I allways thought that GTA was a perfect game for multiplayer.
So...how do you get things going? Easy, just download MTA(Multi Theft Auto) install file here,
and install it. It will Not make your installed game of GTA Vice City any harm.

Remember to install the files in your GTA Vice City folder!!
After that, download The All-Seeing Eye program, install it and you can easily browse for server hosting the GTA Vice City Multiplayer (MTA).
When you've found a server, double-click at it, and you should be connected.
Then start GTA Vice City, choose 'New Game'. And if your game crashes or don't start, please disconnect and change to another version(1,0 or 1,1) with the MTA Client Program(MTAClient.exe);

Then reconnect and restart GTA Vice City.

If you like to host a game yourself, download this toolpackage; Win32 server MTA.
Configure the server by starting the DEDConf.exe, launch the server manually (if it's not working with the button 'save settings and launch server') by double-click at MTAserver.exe.
Then start the MTAClient.exe and type your servers ip-number, and connect. While connected, start GTA Vice City and choose 'New Game'.
And your in MultiPlayerMode!!
